Phase noise deterioration in a synthesizer can be suppressed by providing an oscillator (5) for outputting an oscillation signal based on an output signal from a comparator (4), a frequency divider (6) for dividing an output signal from the oscillator (5) based on control from a controller (7), and a temperature sensor (8) for detecting a difference between a preset frequency and a frequency based on a reference oscillation signal, the comparator (4) comparing an output signal from the frequency divider (6) with an output signal from a MEMS oscillator (2) and outputting to the oscillator (5) a signal indicating the comparison result, and the controller (7) varying the frequency dividing ratio of the frequency divider (6) based on an output signal from the temperature sensor (8) and varying the frequency dividing ratio while holding the frequency dividing ratio at a past value.
