The device (1) has a chassis (2) equipped with a rear axle (5) that is equipped with wheels (12) rolling on ground. A grinding/shredding box (3) has a cutting rotor driven by a transmission unit (10). The box is carried by the chassis through a structural maneuver unit (13) i.e. jack. The maneuver unit permits an ascending or descending vertical displacement of the box, with respect to the chassis, between an active low position near the ground for grinding and shredding of vegetables, and an inactive top position remote from the ground for traveling on a road.
