[PROBLEMS] To optimize a relation between inner winding and outer winding of a dual-purpose coil device. [MEANS FOR SOLVING PROBLEMS] An electromagnetic coil device is provided, which continuously casts steel for supplying AC current or DC current of three phases or more to an electromagnetic coil to cause an electromagnetic stir or an electromagnetic brake to selectively act on molten steel. The electromagnetic coil is equipped with two teeth (1aa) from a yoke (1ab). The outer winding (1c) is put on the further outside of the two teeth (1aa) having the inner winding (1b) applied. When the number coils of the inner winding (1b) can be fully wound, the number of coils of the outer winding (1c) is made to be equal to that of the inner winding (1b). If the number of coils of the inner winding (1b) is insufficient, it is made to be larger than that of the inner winding (1b) and equal to or smaller than 2.5 times. On each longer side (1a), n electromagnetic coils (where n is a natural number of 2 or larger) are provided, and a core (1a) is placed in a range of a vertical direction including a discharge hole of a soak nozzle (4) from a meniscus position of the molten steel. [EFFECTS] Sufficient stirring performance and braking performance can be assured when the required number of coils of the inner winding cannot be wound.
