PROBLEM TO BE SOLVED: To provide a radio communication device capable of accurately estimating reception quality even when propagation environments vary as time passes, and to provide a radio communication method. SOLUTION: A radio base station 200 determines a weighting factor D in accordance with a trend of variation indicating the trend in which six pieces of reception quality information X in six frame periods vary as time passes, and calculates estimated reception quality information by giving the weighting factor D to the reception quality information X.
