PROBLEM TO BE SOLVED: To provide a rotating hinge structure capable of rotating a display part both to the right and left from a vertical state or a horizontal state to get to the horizontal state or the vertical state with a simple component structure, and to provide a portable electronic device. SOLUTION: The rotating hinge structure can mutually switch the display part 4 between the vertical state and horizontal state with respect to a first casing 1 by rotating the display part 4 and the first casing 1 relatively in a right or left direction. The first casing 1 includes: a rotor housing 5 having a vertical groove 54 and upper and lower inner wall surfaces 511, 512 for restricting rotation of more than a predetermined angle of the display part 4; a rotor 6 connected to the display part 4 and connected to a pin 7 communicated with the vertical groove 54, and moving the pin 7 in the vertical groove 54, and freely rotating in the right or left direction with respect to the rotor housing 5; and a spring 8 for connecting the rotor 6 and the rotor housing 5, and for biasing the rotor 6 with respect to the vertical groove 54 so as to hold the display part 4 in the vertical or horizontal state.
