PROBLEM TO BE SOLVED: To provide a color pixel determining device for preventing a black character from being determined wrongly as being a color character. SOLUTION: The color pixel determining device has a chromatic count for counting the number of chromatic pixels in N×M (N and M are arbitrary integers) pixels of image data, an achromatic pixel count for counting the number of achromatic pixels in the N×M pixels, and chromatic determination for performing chromatic determination, when the number of chromatic pixels is equal to or more than a prescribed threshold, and the number of achromatic pixels is not higher than a prescribed threshold, has a plurality of chromatic determinations, makes the thresholds of the plurality of chromatic determinations different, and determines the image data as chromatic pixels, when chromatic determination is performed with one of the chromatic determinations.
