PROBLEM TO BE SOLVED: To provide a brilliant scaly material reducing visible light absorption, effectively scattering the visible light and affording an appearance with transparency by using a highly safe cellulose resin having high hydrophilicity. SOLUTION: The brilliant material is obtained by converting the cellulose resin into cellophane, making the resultant cellophane into cellophane pieces having≥40μm to≤2 mm average particle diameter,≥5μm to≤50μm thickness and≥2 to≤200 average aspect ratio, and using the cellophane pieces.
