PROBLEM TO BE SOLVED: To easily grasp a state of each building, and to promptly cope with that, regardless of the scale size of a map. SOLUTION: A server 31 installed in a monitoring center puts a mark of each building on a map of a designated area and displays that in a terminal device of an operator by using a building database 43a and a map database 43c. If the scale size of the map is designated by predetermined operation, the server 31 displays the map by the designated scale size, and puts and displays a building mark on the reduced scale map regardless of the scale size.
