PROBLEM TO BE SOLVED: To make a device compact by integrally arranging an encoder and a motor with a brake for operating a holding-side plate fastening section and a buttock-side plate fastening section arranged in a plate cylinder in a reducer. SOLUTION: In a plate changing device having the holding-side plate fastening section and the buttock-side plate fastening section arranged in the plate cylinder, a cam section engaging with a cam follower arranged in the end portion of the cam shaft operating the upper teeth of the respective plate fastening sections, and a plate cylinder gear in which the cam section is fixedly arranged and which can turn integrally with or independently from the plate cylinder, and turning the plate cylinder gear by means of the motor (4) with the brake and the reducer (2), a drive cylinder (10) turned by the motor (4) with the brake is arranged in the reducer (2), an operation shaft (12) for rotating the plate cylinder gear is arranged in the drive cylinder (10), the operation shaft (12) and the drive cylinder (10) is freely connected and detached by the clutch (14), the encoder section (18) for detecting rotation is continuously connected to one end portion of the operation shaft (12), and the motor (4) with the brake and the encoder (3) are integrally arranged in the reducer (2).
