<P>PROBLEM TO BE SOLVED: To achieve reduction of an encoding load, decreasing of a bit rate, etc., for example, when displaying is performed with deteriorated image quality. <P>SOLUTION: An information transmission unit 125 of a video reception device 120 transmits screen control information to a video transmission device 110 each time screen control information acquired by a screen control information acquisition unit 124 changes. The screen control information includes information of a display pattern etc. An information reception unit 113 of the video transmission device 110 receives the screen control information transmitted from the video reception device 120. An encoding control unit 114 controls an encoder 112 based upon the screen control information so as to perform encoding processing corresponding to the display pattern.
