PROBLEM TO BE SOLVED: To provide a transaction processing apparatus capable of being made to be operated without stopping a main body even in a state when commission collection cannot be performed caused by occurrence of failure at a part where the commission collection relating to the transaction is performed and if being in a state capable of performing the transaction. SOLUTION: A commission collecting unit 3 collects commission relating to exchange transaction which is processed by an exchange unit 2. The commission collecting unit 3 collects the commission in cash. Setting whether the commission collection is performed in the commission collecting unit 3 or not can be carried out by the exchange unit 2. Thereby the exchange transaction with a user can be performed by switching an operation mode from an operation mode with the commission collection to an operation mode without the commission collection when a failure occurs in the commission collecting unit 3.
