<p><P>PROBLEM TO BE SOLVED: To provide a video encoding device and method for improving the quality of video by reducing a decrease in encoding efficiency while performing effective slice division for decentralization of encoding and decoding processes. <P>SOLUTION: The video encoding device has a block encoding decision unit which decides kinds of encoding of blocks to be encoded included in input video data, a slice division unit which divides a picture included in the input video data into slices comprising one or more blocks to be encoded, and a block encoding unit which encodes the input video data by the blocks to be encoded, and the slice division unit changes the number of slices constituting the picture in accordance with the distribution of encoding kinds of the blocks to be encoded. <P>COPYRIGHT: (C)2009,JPO&INPIT</p> |
