PROBLEM TO BE SOLVED: To provide a virtual account management device, a settlement method, and a program for using one account even when money is transferred to different recipients and opening a virtual account that can be used directly for money transfer to an account already opened at a financial institution by associating the account with an ID designated by a user.

SOLUTION: The virtual account management device 10 includes: a virtual account opening request reception part 121 for receiving a request to open a virtual account temporarily accumulating funds until money is paid into the account opened at the financial institution together with an ID designated by the user of a terminal 20 connected via a communication network 50; a virtual account opening part 122 for opening the virtual account in response to the opening request of the virtual account; a virtual account DB 14 for storing the opened virtual account in association with an ID; a virtual account processing request reception part 123 for receiving a processing request to the virtual account associated with the ID; and a virtual account processing part 124 for performing processing to the virtual in response to the processing request.
