<P>PROBLEM TO BE SOLVED: To provide a user registration system and a user registration method that can reduce a user's labor required for application on service using an on-vehicle apparatus and reduce cost charged to a service company. <P>SOLUTION: A granted use vehicle number granted from an apparatus number manager corresponding to an on-vehicle apparatus management number notified by the user is stored in a contractor database 11. When the user's vehicle 4 uses an account settlement service at a road side store, a communication part 21 of a road side device 2 receives an apparatus number from the on-vehicle apparatus 41, a conversion part 22 converts it into a collection use vehicle number, and a temporary ID generating part 23 generates a temporary ID. When the collection use vehicle number does not coincide with the granted use vehicle number in the contractor database 11, a temporary ID issuing part 24 issues a temporary ID to the user.
