摘要 <P>PROBLEM TO BE SOLVED: To provide an image encoding apparatus and image decoding apparatus capable of performing decoding from an arbitrary frame while completely eliminating a standby time during decoding. <P>SOLUTION: In an image encoding apparatus 1, a frame image inputted by a sub-sample unit 102 is divided into SS blocks, one of pixels contained in each of the SS blocks is selected in a predetermined selection order to produce sample position information representing a low-resolution image and a selected pixel position, and motion estimation processing is performed with a frame image preceding by one frame by a motion estimation unit 103 to produce motion information. In an image decoding apparatus 2, an assignment image is produced by an assignment unit 202 while using the sample position information, motion compensation is performed on a merged image preceding by one frame in accordance with the motion information by a motion compensation unit 204 to produce a motion compensation image and further, the assignment image and the motion compensation image are merged by a pixel merging section 203 to produce a merged image.
