<P>PROBLEM TO BE SOLVED: To provide a self-luminous reflector capable of emitting more isotropic diffused light and simultaneously efficiently reflecting externally irradiated light at light emission for a safety light for a pedestrian and a bicycle which use an illuminant formed of a highly directional light-emitting diode that emits light with light intensity in a particular narrow angle direction and cannot be viewed from multiple directions. <P>SOLUTION: The self-luminous reflector comprises: a transparent external surrounding body; and an internal light diffusing and emitting body formed of a resin with high light diffusion characteristics, having an embedded light emitting diode. The internal light diffusing and emitting body is separated from the transparent external surrounding body by a spatial gap.
