PROBLEM TO BE SOLVED: To provide a method of forming a cam lobe, with which a low forming load is achieved and the cam lobe with no under-fill in a cam top can be formed. SOLUTION: This forming includes: a first step for forming a primary intermediate formed article W1; a second step for forming a preliminary hole 3 penetrating in the axial direction such that the radial thickness of a prospective cam top part 6 to be the cam top 8 is larger than the radial thickness of a prospective cam base part 7 to be the cam base 9 and forming a secondary intermediate formed article W2 in which a positioning part 5 projected to the outside of the radial direction from the base circle of the prospective cam base part 7 on the outer periphery of the prospective cam top part side is formed; a third step for positioning the positioning part 5 by abutting the part 5 on a ternary intermediate article forming die, pressing the secondary intermediate formed article W2 in the axial direction and forming a ternary intermediate article W3 in which a deformed hole 4 with the cam top 8, the cam base 9 and the preliminary hole 3 deformed, by forging; and a forth step for forming a cam lobe hole 10 larger than the deformed hole 4 to form the cam lobe W5.
