PROBLEM TO BE SOLVED: To provide an agricultural covering sheet cutter corresponding to any kinds of seedlings or the like, and reducing a cultivated area exposed between slits. SOLUTION: The agricultural covering sheet cutter pressed on an agricultural covering sheet 200 to form wavy slits 210, includes a plurality of circular blade parts 110, a supporting member 120 to which the blade parts 110 are attached, and a cutter body part 130 to which the supporting member 120 can be rotatably attached, wherein a cutting part 111 capable of forming slits 210 in the agricultural covering sheet 200 and a non-cutting part 112 incapable of forming slits in the agricultural covering sheet 200 are alternately formed at the edge part of each of the blade part 110.
