<p><P>PROBLEM TO BE SOLVED: To suppress occurrence of packet congestion. <P>SOLUTION: When a receiving control unit 141 receives multi-cast packets through ports 132-1 to 132-n, the receiving control unit 141 lets a buffer 144 store the received multi-cast packets. A receiving band measurement unit 143 measures a receiving band of multi-cast packet streams per unit time passing through a route from the receiving control unit 141 to the buffer 144, and notifies a transmission control unit 146 of the measured value every unit time. The transmission control unit 146 controls not to transmit the multi-cast packet stored at the buffer 144 from the port 132 where a transmission band is less than a transmission threshold value in accordance with a receiving band.
