DATA COMMUNICATION SYSTEM AND DATA COMMUNICATION REGULATING METHOD

摘要

PROBLEM TO BE SOLVED: To apply a communication regulation to mobile phone terminals in an area in order to avoid network congestion when a disaster such as an earthquake takes place in a certain region and calls are concentrated on the area.

SOLUTION: A radio data communication system using SIP includes a call amount measuring part in a radio packet controller. The packet controller detects network congestion and releases registration information of a radio data communication terminal registered in a SIP server. Thus, even if an inquiry is made from another terminal to the SIP server, the inquiry becomes an error because registration information is not registered so that communication can be regulated. Network congestion is avoided by preventing a call from advancing into a radio network.
