PROBLEM TO BE SOLVED: To provide a method of manufacturing a magnetic recording medium having high recording density. SOLUTION: The method of manufacturing a magnetic recording medium includes: a first step for heating a reaction solution containing an Sm salt, a Co salt, an organic polymer and/or a ligand compound and a reaction solvent dissolving them and obtaining a dispersion liquid containing a solid mixture including an SmCo based fine particles and the organic polymer and/or the ligand compound and the reaction solvent; a second step for adding a binder to the dispersion liquid to obtain a magnetic paint; and a third step for forming a magnetic layer containing the SmCo based fine particles using the magnetic paint.
