PROBLEM TO BE SOLVED: To provide a coolant circulating device for an internal combustion engine capable of preventing over-heating of the engine when coolant is replaced, and preventing generation of stream noise from a heater core by preventing air from residing in an water outlet, with a simple structure. SOLUTION: A thermostat 14 is disposed in the water outlet 11 at the highest water level position at the internal combustion engine 1 side, and an end part at the water outlet 11 side of a hot water supply conduit 24 feeding hot water to car heaters 22, 23 is connected to the water outlet 11 at a position higher than a position of temperature sensing part 14a of the thermostat 14.
