PROBLEM TO BE SOLVED: To understandably give various messages to consumers by using a small sized display without increasing its cost. SOLUTION: An inner condition determining means 11 judges an inner state of a gas meter 10. A retrieving means 16 retrieves inner state information corresponding to the inner state of the gas meter 10 in accordance with the determination result from a memory means 15. A message forming means 12 forms a message corresponding to the inner state of the gas meter 10 in accordance with the inner state information retrieved from the memory means 15 by the retrieving means 16. The formed message is converted to a two-dimensional code by a two-dimensional code forming means to be displayed on a display means 14. A user can allow the message to be displayed such that the user reads the two-dimensional code 17 displayed on the display means 14 of the gas meter 10 by using a two-dimensional code reading device.
