PROBLEM TO BE SOLVED: To automatically perform a circuit design of a lowest-cost printed wiring board without requiring a lot of trouble and time for the circuit design of the printed wiring board. SOLUTION: When identification information is inputted about an electronic component on a circuit diagram when preparing the circuit diagram by a circuit diagram preparation device 1, a component layout device 3 acquires component group information from a component information DB 2 based on the identification information when transmitting the identification information to the component layout device 3 together with the circuit diagram and designing the printed wiring board, selects the component in low-cost order, arranges it inside a mounting area of the printed wiring board, decides necessity/unnecessity of a component change by whether a component interval designated in each the component is secured or not, and selects the component in order of a smaller occupying area and lower cost than the component before the change and changes it when the change is needed.
