PROBLEM TO BE SOLVED: To provide a fixing solution for resin fine particles, which can quickly fix resin fine particles containing a resin such as toner to a recording medium such as paper after applying the fixing solution to the recording medium having the resin fine particles adhered thereon without disarranging the fine particles on the recording medium, and further can be applied in a minute amount such that a sense of residual oil is never caused on the recording medium. SOLUTION: In a fixing device for applying a foam-like (bubble-like) fixing solution onto resin fine particles formed on a recording medium by electrostatic recording process to fix the resin fine particles to the recording medium, the foam-like fixing solution 20 contains a softener 21 which dissolves or swells at least a part of the resin fine particles to soften the resin fine particles, foaming agent, and a foam booster.
