PROBLEM TO BE SOLVED: To provide a high grade anti-counterfeit paper provided with applied threads or the like on a paper substrate, and suitably used in the fields of several security media such as gift certificate, gift voucher, certificate, ticket, voting ticket, traffic ticket and label, which are required to prevent counterfeit. SOLUTION: The anti-counterfeit paper is provided by setting threads 2 on a substrate 1, wherein the threads 2 are divided by holes 3 with the substrate 1 into plural sections, and the parts divided with the holes 3 are filled the holes 3 with a material equivalent to the substrate 1 or a material different from the substrate 1.
