PROBLEM TO BE SOLVED: To provide a protective agent for an image carrier, the agent capable of maintaining cleaning property by a cleaning blade with lapse of time and suppressing stains on a charging member, and to provide a device for forming a protective layer, an image forming apparatus, a process cartridge and an image forming method. SOLUTION: The protective agent for an image carrier is applied by a coating brush roller 19Y as a protective agent supply means on the surface of a photoreceptor as the image carrier so as to protect the photoreceptor surface from proximity discharge.
