PROBLEM TO BE SOLVED: To provide a subtitled program editing device and a method of editing subtitles which facilitate subtitle editing. SOLUTION: An SCD 26 of a content server part 2 detects a scene change from correlation between frames and outputs a scene change detection signal to a CTD 27. The CTD 27 transmits change timing information which contains time tag information showing the timing of the new change to a subtitle transmitting device 2. The subtitle transmitting device 2 which has received the change timing information modifies a subtitle list table 32 prepared in advance to a correct timing capable of outputting a frame having a scene change from the content server part 2 to a subtitle superimposing device 1, compares a subtitle list table 33 with a timer 35, reads subtitle data displayed at exact subtitle display timing from a storage means 30, and outputs the data to the subtitle superimposing device 1.
