PROBLEM TO BE SOLVED: To obtain a short circuit plate which substantially reduces a conventionally-required time and labor, can be manufactured easily, is inexpensive, and favorable in the state of insulation. SOLUTION: Neck cutting lines 6 and connection portion cutting lines 14 that facilitate the cutting of a conductor 30 are formed on the conductor 30 constituting the multi-electrode short circuit plate 1 having a series of terminals. The cutting lines are covered with a flexible insulating film 3, and the conductor 30 inside the insulating film 3 is cut along the cutting lines and removed with the cover insulating film 3 left longer than the cutting lines. An insulating distance from the end face of the insulating film 3 to the cutting face of the conductor 30 is thus determined to be a dimension sufficient to secure the sate of insulation.
