PROBLEM TO BE SOLVED: To provide a heating element of fabric which can be used by a power supply of 100 V or 220 V that is a generally used voltage. SOLUTION: When the heating element is realized by utilizing a weaving machine, the heating element in which a double conductive band 31 is formed in respective both ends of the heating element is produced, and only by cutting a fixed part of an inside conductive band 32 of the double conductive band 31, and by cutting a fixed number of a heating wire 11 connected between the inside conductive band 32 and an outside conductive band 33, these heating wires 11 become to have a series of tandem structure. By repeating this method continuously for a plurality of times, all the heating wires 11 come to be coupled with the outside conductive band 33 in parallel to which the power supply is connected.
