PROBLEM TO BE SOLVED: To provide an organic electroluminescent element (organic EL element) and an optical interconnection that improves its response speed. SOLUTION: In the organic electroluminescent element having an organic layer including a light-emitting layer between a positive electrode and a negative electrode and an information transmission function, an energy level difference between a work function of the negative electrode and a minimal non-occupying molecular orbit of the organic layer is≤0.1 eV. In the organic EL element, an electron injection layer including a reducible dopant is preferably arranged on an interface between the negative electrode and the organic layer.
