PROBLEM TO BE SOLVED: To inexpensively manufacture a cylindrical member with a tilted bottom, having good dimensional accuracy. SOLUTION: The cylindrical member (1) with the tilted bottom, having a tilted bottom part (3) tilted at the one end of a cylindrical part (2), is manufactured by a preforming process for forming a preformed article (10) having a tilted surface (11) by upsetting, and a main forming process for forming the cylindrical member (1) with the tilted bottom by forging the preformed article (10). The cylindrical member (1) with the tilted bottom is virtually divided with a surface parallel to a forging direction at the middle part in the tilting direction, of the bottom part, and the higher side of the height of the cylindrical part (2) is considered as a high-half part and also the lower side is considered a low-half part, and the preformed article (10) is virtually divided into a first half part corresponding to the high-half part of the cylindrical member (1) with the tilted bottom and a second half part corresponding to the low-half part, and a volume ratio of the first half part and the second half part is made equal to or approximated to a volume ratio of the high-half part and the low-half part of the cylindrical member (1) with the tilted bottom.
