PROBLEM TO BE SOLVED: To provide a cooling device capable of efficiently cooling heating elements such as electronic components whose heating values are different from each other, and to provide an image forming apparatus including the cooling device. SOLUTION: The cooling device 20 is provided to a housing 13 containing the electronic components 11a and 11b, and has a fan 21 for producing a gas current to cool the electronic components 11a and 11b. The device further includes a wind direction changing device 30 which adjusts a first flow rate of the gas current heading for the electronic component 11a and a second flow rate of the gas current heading for the electronic component 11b.
