PROBLEM TO BE SOLVED: To flexibly set an area for transmission in accordance with flow contents. SOLUTION: An area identification number (SHOG) is set for each Interlace of radio base stations 110-114. In the Interlaces set to the same SHOG, the same flow is transmitted in the same timing (including substantially the same flow and timing). A radio terminal 100 transmits the same flow from information reported from the radio base stations 110-114 to discriminate a neighboring sector or a neighboring radio base station, combines flows and receives them.
