<P>PROBLEM TO BE SOLVED: To provide a progressive scan conversion device and method for preventing image quality deterioration, by more effectively correcting motion detection by dividing a picture into small regions and detecting illumination component variations on a small-region-by-small-region basis. <P>SOLUTION: A motion detection correction module (18) is provided which corrects the result of detection by a motion detector (14), which detects motion in one frame on a pixel-by-pixel basis, for each of small regions obtained by dividing the entire picture on the basis of the result of detection by a picture-based illumination component variation detection module (16) that detects interfield illumination component variations on a picture-by-picture basis and the result of detection by a block-based illumination component variation detection module (17) that detects interfield illumination component variations on a small-region-by-small-region basis, the small region being obtained by dividing the entire picture. <P>COPYRIGHT: (C)2009,JPO&INPIT |
