PROBLEM TO BE SOLVED: To provide a pavement structure easily constructed, having excellent water discharge properties, and capable of suppressing the rise of the temperature of a pavement surface by sunshine and the outflow of rainwater therefrom. SOLUTION: This pavement structure 10 comprises a roadbed layer formed on a roadbed 11 serving as a roadbed and a surface layer 13 formed on the roadbed layer 12. The roadbed layer 12 is formed by depositing and fixing a mixture including a crusher run, a cement fixation agent, and an aggregation agent on the roadbed 11. The surface layer 13 on the roadbed layer 12 is formed by depositing an open-graded asphalt on the roadbed layer 12. The surface layer 13 has a water permeability, and the roadbed layer 12 has a water permeability and a water retainability. Therefore, the rainwater falling on a paved surface (upper surface of the surface layer 13) is sucked into the surface layer 13, moved downward, and stored in the roadbed layer 12. When the temperature of the pavement surface is increased, the water content in the roadbed layer 12 rises, and evaporates from the upper surface of the surface layer 13 into the atmosphere.
