PROBLEM TO BE SOLVED: To provide a control device which can newly set an encryption key for an exchanged security device. SOLUTION: While the control device enciphers authentication data C by a memorized main body common key A and transmits to a security device 2, it receives the authentication data C enciphered again from the security device 2, and attests the security device 2 when the enciphered authentication data C and the received authentication data C are in agreement. When the enciphered authentication data C and the received authentication data C are not in agreement, while the control device enciphers again the authentication data C by a device shipping key and transmits to the security device 2, it receives authentication data C enciphered again from the security device 2. Further, when the authentication data C enciphered by the device shipping key and received authentication data C are in agreement, it transmits device common key creation data D+E for creation of a new device common key to the security device 2.
