PROBLEM TO BE SOLVED: To provide electrostatic charge image developer, a process cartridge, and an image forming device capable of forming high definition images having no unevenness and fogging while maintaining satisfactory cleaning performance and preventing the occurrence of contamination in the device and unevenness in transfer for a long time. SOLUTION: This electrostatic charge image developer has toner containing an external additive and a carrier comprising a resin-coated layer formed on a surface of a core material. Shape factor SF1 of the toner is 125 or more and 135 or less, the number of particles having shape factor SF1 of less than 125 is 5 number % or more and 30 number % or less for the whole toner, and the number of particles having shape factor SF1 of above 135 is 5 number % or more and 30 number % or less. Width of scratching line in a scratching strength test for the resin used in the resin-coated layer is 80μm or more and 150μm or less, and depth of scratch is 60μm or more and 150μm or less.
