PROBLEM TO BE SOLVED: To provide a monitoring control system for inexpensively transmitting/receiving characters between a server and a terminal monitoring controller. SOLUTION: This monitoring control system 11 is provided with a terminal monitoring controller 13 for monitoring the state change of a monitoring control object; and a service 12 for collecting the state change of the monitoring control object, and for outputting a control signal to the monitoring control object, and configured to perform the transmission/reception of a state change signal and a control signal to be performed between the terminal monitoring controller 13 and the server 12 by using a communication object configured of numbers and signal values determined for each facility. This monitoring control system is provided with an input device 121 for inputting characters; a data processing part 124 for storing information of the input characters in the communication object; and a communication part 123 for transmitting the communication object to the terminal monitoring controller 13.
