The device (1) has a processing and controlling unit executing conditional power supply and non power supply operations. The unit stops emission of a control signal (D+) of a power supply of an electrical device (3) in the non power supply operation if a comparison unit determines that a detected vibration level of an internal combustion engine (2) is lower than a reference level and that a detected voltage value is lower than a reference value. Passage from a control signal emission state to a non-emission state is controlled to fulfill the non power supply operation, and vise versa.
