The wheel has a fin and a rotor arranged and mounted relative to each other, where the fin rotates around own longitudinal axis. A floating body is drifted off from a coupled rotor position due to sedate sail, and drives the rotor by a cable technique. The floating body with the folded sails is pulled onto a return path by the cable technique for positioning of the rotor. The floating body is moved by afloating cable car technique in flow manner. A boon way-control is provided for maximally holding the sail in wind.
