PROBLEM TO BE SOLVED: To provide a manufacturing method for a polymer compound having (C) monofluorophosphoric acid structure, the method comprising a reaction process of (A) polymer compound having hydroxyl group in the molecule with (B) difluorophosphoric acid or its salt, whereby enhancing the fluorine content of the product. SOLUTION: The method to manufacture the polymer compound having monofluorophosphoric acid structure comprises such a process that (A) the polymer compound having hydroxyl group in the molecule and (B) the difluorophosphoric acid or its salt are put in reaction with each other in a non-protonic solvent consisting of a solvent of one or more of (C) dimethyl sulfoxide, trimethyl phosphate, triethyl phosphate, tripropyl phosphate, tributyl phosphate, and triphenyl phosphate, wherein the polymer compound is structured so that the ratio in the mol number of (B) the difluorophosphoric acid or its salt to (A) the hydroxyl group in the compound having hydroxyl group in the molecule is five or more.
