<P>PROBLEM TO BE SOLVED: To solve the conventional problem wherein it is impossible to cope with change of requirement from bases or change of an available amount, so as to optimize an inventory. <P>SOLUTION: An allocation amount of articles to the bases is calculated based on: an available total amount (including other than "quantity") in a prescribed period; an amount required for shipment from the bases on a distribution channel (required amount including other than "quantity"); and a promise amount for the amount required for shipment. The promise amount is the allocation amount promised with the bases in a promise period as the prescribed period.
