PROBLEM TO BE SOLVED: To provide flooring which is formed of a plywood obtained by using a conifer lumber available easily and stably, and has excellent surface hardness and surface flatness. SOLUTION: A sealing treatment is given to one of surfaces of a conifer plywood A, then a low-viscosity melamine resin 10 is applied to the surface and dried. After this procedure, a low-viscosity melamine resin 10' is applied to the surface, and then paper 11 impregnated with the low-viscosity melamine resin is bonded to the surface and dried. Further, a low-viscosity melamine resin 10" is applied to the surface of the attached paper 11, and then a facing material 12 is bonded and dried. Following these procedures, the plywood A with the facing material 12 is hot-pressed, and thereby, the applied melamine resins 10, 10' and 10" are cured.
