PROBLEM TO BE SOLVED: To provide a swivel device enabling the position of a grinding wheel spindle to be lowered and making a swing base hard to be inclined by a grinding resistance and also provide a cylindrical grinding machine having the swing device. SOLUTION: In this swivel device 20, the swivel base 23 provided with a plurality of tool spindles 25, 26 thereon is mounted on a support base 21 to be turnable about a swivel shaft 22. An annular space portion 24a divided by a plane S2 including the rotating centers of the tool shafts is formed between the swivel base and the support base.
