PROBLEM TO BE SOLVED: To provide a combustion apparatus and a ground flare provided therewith capable of stably combustion disposal of raw gas such as exhaust gas. SOLUTION: In the combustion apparatus of the ground flare introducing the exhaust gas of a low calorific value into a cylindrical combustion tube through an exhaust gas tube, and burning the exhaust gas by a plurality of combustion apparatuses in the combustion tube. The combustion apparatus 7 has a tubular burner 8 arranged in a substantially horizontal direction and arranged with a plurality of raw gas jet holes 8a on a top part, and a flame retaining guard 9 for protecting flame from the raw gas jet holes. The flame retaining guard is provided in a longitudinal direction of the burner 8 in correspondence to an arrangement range of the raw gas jet holes, and it is protrusively provided in at least an upward direction from each sidewall of the burner.
