PROBLEM TO BE SOLVED: To measure a function scale in a stage according to an actual specification definiteness when measuring the function scale at an arbitrary point of a project in prediction and the actual measurement of the function scale of software, and easily specify a part where increase/decrease of the function scale occurs and reduce man-hours for the prediction and the actual measurement of the function scale of the software in management of the increase/decrease of the function scale of the software development project. SOLUTION: Input of specification information is received in each component of the software, and the function scales of the whole software and each component are measured in a proper stage for each component. When the specification information of the previous stage is input, inheritable specification information is generated from the specification information of the previous stage, editing and additional input of the generated specification information are received, and the function scales of each component and the whole software are remeasured.
