The invention relates to a system for controlling the turning on, turning off and consumption of power, which overcomes the shortcomings of the prior art, providing a substantial energy saving without public spaces having to remain in darkness during the night. More specifically, the invention relates to a system and device for controlling lights intended for street lighting, which turn on at dusk when the level of ambient light drops by a pre-determined amount. The device includes a programmable event control means, preprogrammed by the user, which enables the electric charge of the light to be reduced by up to 50% of the nominal charge for programmed periods of time until dawn when the level of ambient light exceeds a pre-determined level and the device turns off the light.
