<p><P>PROBLEM TO BE SOLVED: To provide an access number control method, a terminal, a control server and a program, reduced in an inquiry frequency of access possibility/impossibility as much as possible without using a broadcast wave to the terminal to control an access number from all the terminals to system capacity or below. <P>SOLUTION: This access number control method has: a measurement server calculating all the access number A from all the terminals; and a control server controlling timing of holding release of pending access to the terminal. First, the terminal transmits an inquiry request to the control server. In response to it, the control server calculates an estimated time necessary to receive all the access number A pending at that time point by a service provision facility, and returns the estimated time T to the terminal. The terminal determines a waiting time TW for waiting the access to the control server such that it is reduced from the estimated time T according to increase of a transmission frequency n of the inquiry request.
