PROBLEM TO BE SOLVED: To embed an electronic watermark in a JPEG image and to restore image data prior to embedding the watermark. SOLUTION: An electronic watermark embedding apparatus for a JPEG image includes: a quantization factor value search section for searching for a quantization factor (C<SB>m</SB>) of which the quantization factor value first becomes a value other than 0, in a predetermined searching order from a quantization factor of a highest frequency component to a quantization factor of a lower frequency component; an electronic watermark information embedding section which designates a quantization factor C<SB>p</SB>that is searched just before the quantization factor C<SB>m</SB>of which the quantization factor value first becomes any value other than 0, as a quantization factor to be embedded, designates a quantization factor C<SB>kh</SB>of the highest frequency component in a case where the quantization factor of which the quantization factor value is 0 is not present, and embeds electronic watermark information or electronic water mark missing information in the designated quantization factor (C<SB>p</SB>or C<SB>kh</SB>); and an entropy coding section for performing entropy coding processing on a quantization factor block in which the electronic watermark information or the electronic watermark missing information is embedded.
